ClamAV is an open source antivirus solution that features a command line interface for scanning files, updating the virus definitions, and a daemon for faster scanning needed on high performance systems.

Unlike most antivirus products, ClamAV requires no yearly subscription fee, and is completely free with source code to anyone who wishes to use it. Because it is released under the GPL v2 license, you must follow all license requirements if you modify the ClamAV source code, or use it in your own projects.

Are you sure that the message says cygintl-3.dll and not cygintl-1.dll
I don't know of a cygintl-3.dll file but there is a cygintl-1.dll which you can get at http://www.dll-files.com/
Put the file into the directory of the program that is requesting the file. If that doesn't work you will have to add the file to your system directory.
By default, this is C:WindowsSystem (Windows 95/98/Me), C:WINNTSystem32 (Windows NT/2000), or C:WindowsSystem32 (Windows XP), or C:WindowsSystem32 (Windows Vista).
Reboot your computer.
If the message still pops up, try the following:
Click on Start and select Run in XP.
Start, All Programs, and in Accessories, select Run for Vista.
Type CMD and press Enter (or if you use Windows ME, type COMMAND
Type regsvr32 cygintl-1.dll and press Enter.
