Other Thoughts: Are you sure that the message says cygintl-3.dll and not cygintl-1.dll
I don't know of a cygintl-3.dll file but there is a cygintl-1.dll which you can get at http://www.dll-files.com/
Put the file into the directory of the program that is requesting the file. If that doesn't work you will have to add the file to your system directory.
By default, this is C:WindowsSystem (Windows 95/98/Me), C:WINNTSystem32 (Windows NT/2000), or C:WindowsSystem32 (Windows XP), or C:WindowsSystem32 (Windows Vista).
Reboot your computer.
If the message still pops up, try the following:
Click on Start and select Run in XP.
Start, All Programs, and in Accessories, select Run for Vista.
Type CMD and press Enter (or if you use Windows ME, type COMMAND
Type regsvr32 cygintl-1.dll and press Enter.
