This application allows you to load up an MPEG or AVI movie and convert a section of it to an animated GIF. General usage consists of opening a movie ("File" -> "Open"), seeking to the position in the movie where you want to start the animation sequence (use the track bar at the bottom), setting start and end points (buttons on sides of trackbar) and then exporting ("Export" -> "Export to animated GIF...").
