"Sweet Program"
Gimp is a very good program, especially since it's freeware. The only problems are (1) it takes a while to load to start up (2)new filters and scripts should be easier to install. I like it a lot.
P.S. It's very good for making images for Wesnoth(editable game-awesome-www.wesnoth.org)

"Usability is terrible"
I'm sick of software with lousy usability. And I'm sick of people giving such software a free pass, as if usability doesn't count for anything. If you had a car with no windows, no heat, and terrible noise, but it got you around town, would you rate it highly? Would you? Or is there more to it than "it gets the job done"? Do you realize that "it gets the job done without undue aggravation" counts for something?

Has good features, but will bewilder you in how to use some of them.
Some of them seem redundant, such as, repeated under another filter.
If they simplify this a bit, will make a good tool.
The tools do not need to show up as separate windows either....
They need to be integrated, somewhat like Photofiltre or XN View controls are...

...poor stuff.
It's confused, pointlesly complicated, totally lack of polish.
Maybe it is due to its Linux root, or because it just is a bad ripoff of Photoshop, I'm so disgusted that I'll not employ more time to decide and removed it from my system!

I just downloaded and spent some time looking this newest release over. All I can say is WOW. What a neat piece of software and the price is a killer. As soon as you get the feel of this program, you find that it does everything most people can expect of a graphics program. Well done.

"GIMP: Pwn In A Can"
Pros:
the gimp is FREE. no doubt about it. it has a powerful scripting system, can be scripted in Python, Ruby, Perl, C++ (not exactly a scripting lang tho).
It has some of the best plugins i've seen so far -- YEAH I know it cant run AlienSkin and some of the other professional things that some people use every day but they really only pale in comparison to the power of some of the plugins.
Cons:
interface could be refined ALOT -- it was made for integration into a Linux/GNOME environment so of course its going to blend oddly into the windows interface.
Newcomers will need to learn how to use the interface and how it thinks -- if you want to learn it pick up the Gimp Pocket Ref. its a guide that will save you time even if you're a pro

"Most Advanced & Best Freeware"
Can do most of what Photoshop can do.
All software has a learning curve. Yes, you can do shapes in the Gimp.
My suggestion is to read some tutorials & you'll be amazed at what you can accomplish.
If you have the money & don't mind blowing it (for hobbyists) then get Photoshop. I know professionals who use Gimp with few complaints.
