Are you sure that the message says cygintl-3.dll and not cygintl-1.dll
I don't know of a cygintl-3.dll file but there is a cygintl-1.dll which you can get at http://www.dll-files.com/
Put the file into the directory of the program that is requesting the file. If that doesn't work you will have to add the file to your system directory.
By default, this is C:WindowsSystem (Windows 95/98/Me), C:WINNTSystem32 (Windows NT/2000), or C:WindowsSystem32 (Windows XP), or C:WindowsSystem32 (Windows Vista).
Reboot your computer.
If the message still pops up, try the following:
Click on Start and select Run in XP.
Start, All Programs, and in Accessories, select Run for Vista.
Type CMD and press Enter (or if you use Windows ME, type COMMAND
Type regsvr32 cygintl-1.dll and press Enter.

It keeps telling me cygintl-3.dll is missing try re-installing.
It still won't run properly and I've rebooted, re-installed it twice already. - JUNK

Pros - Free, Open Source, Frequent definition updates, Didn't use hardly any resources.
Cons - Slow scanning time, took four hours to scan my 10GB partition that only contains my Operating System.

I've used it to build my own antivirus, I added some more criteria for local virus from my country and it works very well...
