It uninvitingly tries to hook into applications connected to internet modifying memory of parent application. Deny it, and that application loses connection and won't reconnect until one reboots unless one succumbs to Index.dat's intrusion.

This program found 20 index.dat files on my PC. I tried to read each one. Each time the program stated 'No Contents Found'. What use is THAT ? Rubbish !
