Paint.Net is surely a nice program, but it is far from complete. You will find lots of missing features if you start to do some real painting seriously. For general purpose, it is good enough. It is true that most XP by default have .Net framework, but it is version 1.1 not 2.0, by all means, you have to download and install it to be able to use Paint.Net It is unfair to say GIMP and Pain.Net are the only real players. If you look around you will find many other good candidates such as artweaver, it is a perfect free tool for real Painting. As to photo editing, another free .Net application Photobie gets much more features, which let you to get things done nicely.
Because Paint.Net has some link to Microsoft, it appears to be more popular than others. In fact, you should always look for alternatives for the best fit.

-Anti-net says use photofiltre... well, an editor without multiple layers fonction is not good enough and I don't want to pay to get it, so paint.Net is an excellent freewareand if you don't want to install the .Net framework, well, it's allready included in XP from the start. Paint.Net is great. I've been using it for almost a year and it gets better with every release. It pretty much does everything that you need with regard to image manipulation. Don't get me wrong: Paint.Net isn't super-feature filled like commercial programs -- but most likely, it has what you need to get your image editing done simply and easily. This program is WELL worth the download!
