What it means dear reviewer; is that it 'keeps alive' your Broadband or dial up connection, that usually stops or times out after a peoriod.Either your ISP cuts you off because your downloading too much for their server to handle.As you must go through your ISP's server to get to the net and browse,download etc...
It probably is like another software which pings and keeps the connection active.(Inetbooster I think it is...except that software supposedly directs your PC to another site...check this with Startup Mechanic 2.7/8).
