I have been using this excellent startup organizer for many years now and what RanMan is requesting can already be accomplished by delaying individual apps. (That is the whole purpose of the 'delay' and 'wait' settings.) In addition, if you want your apps listed in a certain order (other then alphabetically) in the main window, simply put numbers in front of them, e.g., 1 Norton, 2 MS Office, 3 Adobe. "Good, but I wish . . ."
I have used this program for a couple of months and it works well on my Vista Home Premium Dell laptop. I give it a 4-Very Good. However, I wish it allowed the user to create an "Order" of programs starting up. Meaning, after all essential Windows items start you could create a config that selects which programs start in a specific order. Technically you can do this by a reverse approach in that you can delay programs to somewhat accomplish this, but the GUI and operation would be much simplier if you actually created a config with startup apps listed #1 through #N in a preferred order with specific delay times depending upon how long a particular apps takes to start. (Some take longer than others.)
Just a suggestion that would improve my rating from a 4 to a 5.

it totally messed up my system...
had to use restore-point to get control again...
somehow it tried to connect to the internet which my firewall didn't like and every program started to fail...

I love this program. It's made my startup a lot smoother. I can get the network apps I need started right away while slowing the convenience apps startups a bit so they don't all interfere. I've been using Startup Delayer for several weeks now. It does everything it's supposed to do - nothing more, nothing less, and it behaves perfectly. I now have control over all the programs that startup when my machine boots.
