Complete, rich of functionalities but easy to learn.
@ Dr. Nemo, here in Denmark no problems with diacritical characters.
About extractions of htm/html, you should consider that you need to extract also linked resources or you will not see the page correctly, regardless the software you use to access the data!
PS. Sorry, from the date of the post your comment should be about an older version, only the last one support Unicode. So you may be totally right about the version that was available at that time.

...to throw away WinRAR and IZArc.
Lack French localization (I hope it will have soon) but has no problem in working with extended and accented characters.

It goes for good road. The GUI has become more intuitive and it is of beautiful design. Their opening of files and compression rates are magnificent - be attentive: LPAQ and PAQ, the best, need of high-speed processors and with a lot of memory RAM -, but PeaZip has the serious problem that shows difficulties when opening compressed htm/html and that it is not able even to open named files by means of itself, in foreign languages that use diacritical.
