AVI To MPEG Scout is a free wizard-based utility that will let you convert AVI, MPG, WMV to MPEG1, MPEG2, DVD, VideoCD, xDiv, DivX.

Features:

Input formats: AVI, MPEG, WMV
Output formats: MPEG, MPEG2, DivX, xDiv, DVD;
TV System support: NTSC, PAL;
Aspect Ratio options: 1:1 Square, 3:4 TV, 16:9 Widescreen, 2.21:1 Cinema format;
Frame Per Second option (FPS) can be adjusted (from 5 to 30, or custom)
Resolution supported: 320x240, 640x480, 720x576 (NTSC), 720x480 (PAL), 800x600 or custom;

Seems to work fine converting WMV to MPEG1. I also had a problem converting the size and got the error message 29.97 floating point thing. Change the FPS to custom and choose 30. You won't see the 29.97 error again.
