Not bad for beginner programmers, however serious developers may have a hard time with this. Not all headers and libraries are inluded. It's very nice to have a resource editor, but this one doesn't have one. You can download ResEd though which works well.

Pelles C is a lot better for beginners, but it's only for C, not C++. For C++, I recommend Visual Studio C++ 2005 or 2008 Express Edition with the Microsoft Windows SDK.
