uncle-rad is right when he tells that it is using the google online service.
But this translator offers you a lot of extra features Google's does not.
You get a custom dictionary and virtually unlimited text size, unlike Google that is limited to about 500 words.
And adds a few extra handy features on top of it, that are unlikely to come in a browser page.

"it's not a desktop app"
Since it uses google, it isn't a desktop application, it is merely an extention of yet another toolbar. If you had no internet, the thing would fail to work; desktop applications work regardless of internet connection.
Just bookmark google translate http://translate.google.com and save your disk space for real apps.

While other translator tools might help you, this one stands out because of its ability to sychronize the language with the keyboard layout and the original text with the translated text.
I'm using the 1.83 version from the author's site, by the way.

It does not limit the amount of text you can translate, quick and easy to use and it even gives you extra goodies like a custom dictionary and accuracy.

While other translators are free and do neat tricks, this one does not have text length limitations like others and the translation is automatically tracing the original text on the screen.
This is my favorite translation tool so far.
